modifing an84 hilux surf.
need to know what is required when changing x members.
ie: new rear most x member with heavy towing eye.
new x member to swing an aframe for rear suspension.
truck will be road legal when finished.
any help would gratefully appreciated

Hit up your local club as to which certify'er to go too, some are... more demanding than others.

As for the requirements, it is going to have to be done by someone with a welding cert, how heavy and braced is up to the certifiy'r
