All I can say is I feel sorry for you guys today. I was born in 1946 before the first Land rover or toyota 4x4 was made. When I got my drivers licence on Nov 30 1961 there was no written test. You had a motor cycle Licence thrown in .
During the 1960s I was hotting up customline V8s . We didn't need to justify or prove our build and just got a WOF. We didn't have to wear crash helmuts on a Motor Bike and seat belts were unheard of.
100mph (160kph) was always the magic number to break so attitudes haven't really changed and we still had our burn outs just like today.
What has Changed. In those days most people had a manual job and only a few went to university. Today it has reversed with everyone going to university. The result of this is that the government is creating a whole lot of useless jobs and all we have now is more regulation such as Authority Cards, Certifications, Building regulations etc Etc
So the issue of Authority cards is nothing to do with safety but the creation of useless unnecessary jobs and the end result is we all have to pay.
There is nothing us as individuals can do about except pay up.
Anyway keep smiling while you still have a few tracks to do and make the most of a bad situation.

Too many people is the problem. Middle management justifying their job which is not actually needed.

We do seem to have a love for beaurocracy in lil ole NZ.
I say we put together a commitee to discuss the merits of this arguement about university grads creating this inordinant amount of red tape. Then we can have a subcommitee write up suggestions for submissions which we can circulate within our 4wd community for discussion, before we present our findings/suggestions in a white paper of our own to the first commitee for consideration before we promulgate a response to the problem of university created cretins.

I will give you an example of bureaucracy gone wrong.
My Great Great Grandfather was one of the first settlers in NZ in 1842. He got permission from Governor Grey to buy land. He was a Ships steward when he arrived in NZ at the age of 20 so knew nothing about building. After buying the land he personally built half a dozen small rental houses. 4 of those houses are still occupied to this day 170 years later and are now historic sites.
There was no "Building and Housing" dept. There was no building inspector and yet those houses have stood the test of time.
Today "Building and Housing employs about 600 people from university to tell builders how to do their job.
When E2 ( Water tight solutions) came out I knew certain designs were wrong so I made some window surrounds exactly as per drawn. I contacted the CEO of Building and housing and told him it will leak. He told me they have experts doing the job and I was not to question the drawings and do exactly as the plans show.
Nick Smith was the "Minister of Housing" so I had a meeting with him. I took my Window surrounds with a PVA pottle of water. I said to Nick, Squirt the water in here on the model I had made up and sure enough it leaked.
I said what are you going to do about it ? The answer was nothing. He told me I was missing the point and it was all about liability so I should just follow plans.
So this is what we are up against. The "proof is in the pudding " because every second building leaks because of educated drips.
So if anyone wants to challenge the 'Authority card " this is mentality you have to face

Interesting . We have done exactly the same thing and shown it to our loacl inspectors with exactly the same response.
The way we used to do it the flashings never leaked but now we are constanly having issues that are by no fault of ours but are desgin faults
Some people need to get through their thick heads if it an't broken then dont fix it(applys to the authority cards)

Are we still able to make submissions to lvvta or is this a closed subject. I'm new to this but am in the motor trade and do WOF's. Been 4wheeling for a few years.

I haven't read all the posts but are there any actual stats that lifts cause more car crashes or somthing as I would assume that lowered cars ie ricers would be the problem.

I believe folks have asked for some stats to try to understand this situation... but in short... of course there arent any stats provided, the powers that be dont need to justify their position.

Hi Guys,
I am returning to NZ for Aussie and have just started to look into the possibility of bringing my 2000 Patrol back that is kitted out as a tourer.
With everyones experience on this site, what is the possibility of my Patrol passing the requirements as below:
2" suspension lift
33" tyres
Rock sliders (welded)
TJM Pro bulbar
Front\Rear lockers
After market turbo intercooler
These are probably the major items that I have read that could affect the certs.

as long as emissions are all right and comply than looking at your list it should be all right
i know govt has changed the import emissions regs so it will pay to look into that side of things

As far as the modifications are concerned don't think it will be an issue to get your vehicle certed.
You may have issues with being allowed to bring it into NZ though with regard to emissions & also frontal impact.
Go have a word to NZ Customs.

Nah, in said rules you linked above there is specific provision for 4x4 vehicles to have bar work welded to he chassis
