95 Safari 2.8td overheating on low RPM's

Hi folks. I'm hoping someone can suggest what I should be looking for...
Over the weekend I went over the Uruwera on route 38, over Wakeremoana, etc. Had no problems going up, but on the way down towards Napier I found the heat needle starting to go up while coasting down hills. The moment the road went back up, and the RPM's went up, the temperature would go down to the middle mark. This continued in the city - waiting at street lights I had to rev the engine to keep it cool.
The coolant tank was fine (warm, coolant level just over max), there is no apparent loss of coolant, oil level is fine, oil is clear, exhaust seems fine, there is nothing dripping under the car (never has been either).
On Saturday morning I took it to the one shop that appeared to be open in Napier - the guy there had a close look at the windshield fluid tank (!), poured a bit of water into the radiator, and declared that it's probably a blown gasket. I went to repco and got a new radiator cap, and after a bit of driving around the city with no sign of overheating decided that I was probably fine.
Drove 460k's to Auckland with no problems - no overheating at all, UNTIL I got off the motorway and hit the first light. Exact same symptoms are back. This morning I topped off the radiator (more coolant in the reservoir tank but no apparent coolant loss at all), and drove around a bit - again, the car appears to be fine!
(Oil is fine, exhaust the same, etc.)
Any suggestions on what to look at next?
