My 31's on factory rims stick out past the guards (just not the tread on the ground so legal) so I'd say so. Haven't ever put any other offset on though so not talking from experience.
Why don't you throw some rubber flares on? I did for my 15x8's no bothers. Took about 15min max an arch including taking the wheel on and off. A lot easier than buying and selling rims.

Yep 7" is standard for them. I run my silverstones on 7" rims and they are under the guards.

A 7" wheel with 0 offset was one factory spec. If you go to 8" wheel then to have the outside of the tyre in the same place approx you will need +12. Most Nissan spec 8" wheels you get are -11 as puts the inisde of the tyre in about the same place.
