Prado or Surf with 1KZ

Anyone know if the fuse marked ECD should have 12v when the ignition is off?

my 1KZ-TE manual shows the ECD 15A fuse directly connected to the battery for both Hilux and Prado
White wire going to battery , Red/Black Wire going to ECD Relay and ECU

Bugger, it's drawing a constant 0.8 Amps and I can't figure out why, was thinking I should just move it to ignition, can you measure yours and see what its drawing?

0.11A draw with ignition off
0.08A with ECD Relay removed.
0.01A with ECU disconnected.
So ECU drawing 0.07A approx with ignition off.
Measured with a good fluke meter. 95 1KZ-TE Surf. Prado / later model intercooled 1KZ-TE ECU figures may be different.
Only 3 possibility as i see it , ECD relay , ECU or a short to ground in the loom.
