Quoting Hugh Barr of the recreation grouping CORANZ..

"This F&S proposal is likely to be one of the greatest privatisations NZ has ever seen. Present Foreshore and Seabed area = 100,000 sq km (approx). This is one third of the dry-land area of NZ. It is primarily the area New Zealanders recreate in - recreational fishing, boating/yachting/ diving/ holidaying beside etc.

At present the Crown owns the F&S. Minister Finlayson (formerly a lawyer working for iwi interests in Treaty negotiations) is proposing a privatisation to iwi/hapu of various rights, including customary title - exclusive rights to mining and aquaculture development, and ability to oppose any RMA developments (a likely monopoly right too).

Maori have never had these rights before. This is not a Treaty grievance, but a transfer of Crown rights to iwi/hapu/whanau. Only Maori can play this game. Non-Maori are specifically excluded. This is a political decision, not a judicial one.

It appears that right now there are not any indications that the petition will succeed. The recreation group CORANZ are advocating that the 2004 Act should still stand as from a recreation viewpoint there are risks to many recreations from 'customary rights'.

You've shown an interest so far so what about sending a brief submission in before 30 April?

Main issues: 1 Vote to retain the 2004 F&S Act.
2 Sign the NZCPR petition for an increase in consultation time to 30 June, from 30 April (this Friday).

Another well researched viewpoint is provided by Bruce Mason of Recreation Access NZ. (he's not a great supporter of 4x4 activities)

Bruce also suggests that the 2004 Act is not too bad but has some changes. His submission is available for use through www.nzfwda.org.nz/forum/viewtopic.php?f=12&t=22

Send it in with your details included or just borrow his ideas and write your own version.
