If you are looking on the NZTA website re vehicle registration there's two sections.
The first is called Registration and is for the first time a vehicle is registered in NZ. The scale is based on various aspects including cc rating of the engine. The fees are higher than the annual re-licensing fee.
The second section is called licence and this is your annual fee which we commonly refer to as registration. This fee is based on fuel type and use amongst other things but cc capacity is not one of them.

yeh ralfies on the money,i was looking at the site the other night and it is worded funny but the bottom selection is what your after
