have you tryed pouring a little petrol down the carb when trying to start it? Or maybe even tow starting it?

like he says or you can try it without step 1 and just tow it fast and dump the cluth a few times in 3rd and see if it lets go or rips the linings off the shoes

step 1 = check spark (good blue arc)
step 2 = check fuel (check fuel filter)
step 3 = check air (remove air filter)

those 3 items and good compression is all a motor needs to fire up... diesels get a little more complicated

this is assuming the above, was parked when running well and then left for awhile.. timing shouldnt be a problem unless someones fiddled with the dizzy
