when I went around there 4-5 years ago you could only drive to the end of the public road where the DoC centre is and it was all fenced and locked up to keep private vehicles out

My parents had the Farewell Spit Safari tours run out of Collingwood Motors when I was a kid. Many happy memories of hitching a ride when there was a spare seat, tumbling down the sand dunes, checking out the ship wrecks that were uncovered sometimes, etc.
Even in those days it was tour operators (us) and government only.
It was a great place to grow up and started the 4WD bug in me. Mum, Dad and kids used to pile into a Mahindra CJ4 and head off into the hills for the day in the weekends - often up behind the Devils Boots up the valley from Collingwood.
