changes to RUC

just wondering if any one has the info of the upcoming bill on RUC changes.
i'm told one of the big things is changing from nominated vehicle weight to using GVM as RUC rate.
so if you have a 20 ton GVM truck but can only carry 10 ton gross, then you will be paying RUC on 20 ton rather than 10 ton.
