A great idea to aid vehicle recovery

I have been thinking about GPS tracking for awhile ...
I knew products were out there, then this turned up in the news today ...

She was using one of these

The thought that I have had it to get the cheapest GPS enabled Iphone and stick it on the one bill plan so there are no monthly charges and bury it in the dash connected to the vehicle power, it's own battery will then stay charged enabling the phone to still work if the vehicle battery is disconnected then you use the Apple Icloud "Find my Phone" system to locate the phone/vehicle if stolen.

You can buy a gps tracker to do all that for $100-200.

Kind of on topic , was talking to someone the other day about gps trackers and loss of signal etc . He talked about a dual system with gps and cell coverage , where when it losses gps it will triangulate a location for the avalible cell signals . Obviously not as accurate as a gps but good enough .

Anyone know how good these type's of systems are ? ie loss of cell signals etc through containers .
