ln60 surf!!

my m8 just bought an 84 surf. has the old 3y in it (does that make it a yn60?) he has $1800 to spend on it, about 600 - 800 will go into tyres (trademe).
he is looking to run 33's (the 3y will struggle with these letalone any bigger).
he wants to get high enough for the 33's and have as much flex as he can for $1000, what do you suggest??

50mm lifted springs and long travel shocks... will about fit the budget. and no cert required (although the 33's will probably need it)

Or, long shackles, longer front shocks and a bodylift - that will be around $800 - but the cert on top will kill the budget...
