Can someone tell me what this does and why it was "blanked"

So I have all the intake stuff off my g16a 16v and this is at the firewall end of the bottom half of the intake plenium. It was"blanked" off with a piece of metal and a bunch of gasket sealer, can someone tell me what it does and if I should leave it covered up or open it up like it would have been from factory?

was the factory emission, do not need them.
just blank them off again.

Probably for the EGR system (Exhaust Gas Recirculation), recycles exhaust gases into the intake to be reburnt in an effort to reduce emmissions.
