hilux surf sucking power steering fluid into engine oil

Am having problems with my toyota hilux surf 1994, 2.8l diesel. It appears that the fluid from my power steering system is being sucked into the engine oil. As i have put several litres in over the last week and while the power steering system never fills up, the engine oil level is rising and becoming watered down. White smoke is also coming out the exhaust at times. No power steering fluid is leaking anywhere. and the water level in the radiator remains the same. Im pretty sure the power steering pump is not belt driven. I have read about several things such as vacuum idle up valve, does this model vehicle have these? How could the power steering fluid be entering the engine oil? Also the aircon has been disconnected im not sure if this has any effect on the problem?
