Road legal towing. HELP?

Please can anyone give me advise on how to tow a 4wd legally using an A frame. The vehicle will be a dedicated off road vehicle therefore I don't to WOF it, or pay any road user charges.
NZTA say I can't register it as a trailer or farm vehicle but can tow is as a vehicle that has its own power but is being temporally towed. The 4wd then does not need WOF or rego etc. I asked the police and they said they would issue me a ticket for it as it is not road legal. Can anyone help?

dont lock the steering, when you go around corners, the tyres will want to go straight ahead rather than follow, and will lead to quick tyre ware.

You shouldnt get a ticket so long as its not under its own power, and its lights are hooked up to the front vehicle.

And hey if they have a problem, chuck a tow rope on it and there's not much they can do.
