ld28 oil relief valve?

anyone know where to locate this is it on the filter housing? i have a ld28 that twice now has blown the oil filter gasket on start up due to high oil pressure. apparently this is the prob

nissan call it a valve set regulator or valve oil regulator and is basically a spring cap and ball bearing that is design to be over come at a set oil pressure.

you will find it here #8 in the diagram

i cant seem to find that part on mine. when i unscrew my filter and look up i can see a ball bearing iv pushed this up and down and it moves freely

Then you might have a blockage above that.
