33's onto KZN165 Hilux

My brother has just bought some 33x12.5 on 15x10 rims, we tried them on the front to test rubbing and can only turn halfway to lock before they start rubbing. the truck is standard height, just wondering if anyone else has run this size on a 165 and what they had to do? I was thinking raised shackles and wound up torsions with a little inner guard chop?

The ute is an SR5 2000 model double cab hilux.
