Terrano Fog/spot lights

Im trying to get the fog/spot lights going on my wd21. When i brought it they were connected to the high beams and not working from memory, connected them back to the factory wiring for them. But still not going, got power at the switch and nothing at the lights. All the fuses look fine, theres 1 relay missing from the relays above the fuses but bridged that out and still no go. Anyone have any idea?
