Problems with RPM 1HDT

Hi, i think i may be having problems with my fuel pump, but not 100% sure it is the pump??

On start up rpm is low, around 550 to 600, even lower when colder (however once warm idles/starts fine most of the time). Idle is sometimes higher and sometimes lower than it should be - around 650rpm (so +/- 50 rpm). On occasion the idle drops low to around 500-550 rpm (randomly). Also on occasion the rpm drops to around 450-500 rpm when turning the steering wheel when stationary and not revving, so I rev it up a bit to help it. (when ac pump is going and turn the wheel, no rev drop!). Could it be fuel filter? Or am i looking at a pump rebuild?

Thanks.

Can the cold start system effect all of those problems I am having with rpm, and rpm dropping etc? Do you have a photo of the system?
