It's delayed, not stopped. Just no budget for $1200-1800 of wheels and tyres.
Only some trips need mud tyres. There's no rule stopping you from joining up now, then up-speccing your vehicle to suit(and I'm sure everyone in club would be glad if you do). If you stick to shiney type trips in the mean time then AT tyres will be more than adequate. Or you could ride with someone else to get a feel for the club environment- see whether its for you or not. (plus you'll get a better idea of what tyres work in nelson ground conditions. could save you from buying a set of not-so-good tyres..)

Join on up. They're allowed on some trips (trip leaders discretion) and the more people with bigger tyres then more likely the rule to be changed.
Many trips are run with someone with bigger than 33" tyres on it.
You're more likely to be told no for the way you drive than tyre size, as a newbee I'm sure you'd at least be welcomed along on big tyres for a few trips until you got some smaller tyres to suit rule (if it hadn't been changed by then..)
