1HZ Rev Gauge and Idle isssues

Hi all, truck is a HZJ73.
Start it up first thing in the morning, rev gauge won't work for 5 minutes or so then kicks in. Sender issue?
Also the idle is fluctuating. Some times sits at 600-700, other times up around 800.
New to this engine so unsure, cheers
