the u.s of a. but i'd say watching that strap load up under tension and how long it is that it wasn't a snatch strap and said rope/strop/strap wasn't attached to a rated point on the chassi.

Wow if the hook had let go instead of the entire crossmember, that shackle would be buried in the cab.
