Modyfing GQ front body radiator cross member?

Has anyone modified this body cross member?
assume is only possible under a LVV Certification?
would like to completely replace this not withstanding the obvious crack, ie a stronger steel section, but positioned so I can move my PTO as far back to the rad as possible.
