Wastegate Creep

Gidday all
I've had a good search but nothing on this (or others) forum that covers exactly what I'm asking.
I've got a 92 Safari running a GT35 turbo. Nothing, flash. My set up allows around 14psi using a 38mm wastegate. Unregulated the old girl can only reach 20psi.
Currently with the wastegate plumbed in, it begins to creep open at around 5psi. I can still reach the 14psi but not till around 3500rpm. If I take off the pressure line to the wastegate, I can reach higher pressures earlier.
Are there any ways to prevent this creep while maintaining the function of the wastegate to keep the boost capped at 14?
