How to rotate turbo impeller housing

Just wondering if anyone can tell me how to rotate the compressor/impellor housing on an LN61? A very large circlip appears to hold it in place, so i assume i need to take the pressure of it first? Seems to be seized, so i don't want to break anything unnecessarily
