Try ringing the LTSA - Road user Charges Refund Section in Palmie - 06 350 1893, or 0800 108 809. I think the Centre Manager is Brett Dooley.
They will no doubt have a form that needs to be completed - which will probably be the RUC Application for Refund - which is available at any place you pay for RUC's.
I claim back for my off-road use. Just keep a log book of distances travelled.
Hope this helps

You need to send a letter to:
To apply for a refund for a Road User Charges (RUC) licence purchased, you will need to put your case in writing to the RUC refunds department including the original RUC label. There is no guarantee the RUC fees paid will be refunded.
Mail to:

This is what I sent and I got a full refund in the form of a cheque that arrived this morning

REF: Road User Charge Refund - xxxxxx
I purchased 10,000 RUC's on 8/04/2006 as my odometer was at 149,798, with my current RUC's running out at 150511. About two weeks after this the motor went, so the truck was warrented and registered, but unused until January 2007. When a new Petrol engine was installed and certified on 09/02/2007. I would like a refund of these Road User Charges as the vehicle is no longer a Diesel. I have listed all the details that may be relevant below:
Registration: xxxxxxx
Vehicle: xxx
Year: xxxx
Cert Plate Number: xxxxxx
Cert Plate Date: xx/xx/xxxx
RUC Start: 150511
RUC Finish: 160511
Weight: 3 Tonnes
Kilometers when Petrol Engine installed: 150,237.
I have included the RUC Ticket and a photo of the Cert Plate for your reference.
If you require any further information I can be contacted on 03 963 3686 or by email ***l@***.co.nz.

Bill >> when your 2JZ-GE was dropped in . what other mods did the certifier say you had to do to make it road legal ( brakes , suspension , etc ) ???? what ECU are you running ( Kiwi "LINK" probably ? )?

All we did was drop the motor in nothing else. Running original 2JZ-GE auto ECU.

The 2JZ Auto is an A340 which has the same bolt pattern/input shaft etc as the A343 which was in my truck, so just changed the bellhousings. Although I paid the auto place to compare them for me grrr. as supposidly the pumps are different.. but their not...
