I am taking a stab in the dark, but probably a tube socket in the hole.

I'd expect the bolt to be installed from the top and the nut underneath? If so can you see how they got the bolt down the hole?
I only had the front 6 mounts to do with a cab/chassis so I don't know how they did them that far back

Hey how did your body lift go?
Im doing the exact same thing at the moment on a 96 70 series.
-My vote for the most horrible vehicle to work on of all time, partially due to the anti-anti-sieze compound toyota thought was fun to use on the newer models....
2 hours later and ive finished drilling out my first bolt......
Did you find you had trouble with the handbrake cable being too short?
just wondering how others have got round this if it proves to be a problem. (doing a 40mm body lift, allready 50mm susp lift)
Also:

a pox on anyone who says they can do a body lift in 2hrs! can see this taking me the next 4 nights.

He got his body lift all sorted before the rallywoods trip at QB weekend
Didn't have any trouble with the handbrake cable on my 70 series but it's almost 20 years older than yours and a cab/chassis so I dont know if the handbrake is different. I only had 6 bolts and it only me about 1.5-2Hr's.
Got to watch the wiring loom, brake lines were ok, fuel tank was suspended from the cab so the filler neck was ok, released the clamp on the steering shaft to let that slide out 1-2mm and had to lower the radiator shroud and I think that was about it

i may be wrong but this is a cruiser ? if so it probably has a captured nut on the top and the bolt goes up from underneath

To finally answer this poor mans question:
Use Toyota SST #13: a 3/8 14mm socket with flexible powerbar (i.e the type that pivots near the end) and a stillson wrench to stop it trying to turn and mangalate everything.
