TD27 choke for D21 Terrano

Does anyone know, the pull knob marked with an engine symbol that sits to the bottom left side of the steering column. Is that a choke or just an idle speed adjustment?

Idle speed adjustment/hand throttle. Can be used to increase revs when cold though.

lol, ive used it as a cruise control once, while i was using the terrano to help someone spread feed out for some dear.

I've tried using it for cruise control too. Just seems each notch is either too slow (45-) or too fast (55+)...
Thought about adjusting it, but never got any further than a thought...
