AS it has airbags you will have to get an airbag certified bar.....could be very expensive...but im no expert.
Could be less hassle to buy a slightly older hilux without airbags

What do you want to use the Surf for? This will dictate the type of bar required.
Gen 3 Surfs have Airbags so the bar will have to suit.
Your choices are pretty much ARB, TJM or Ali Arc. Prob a few more NZ made ones out their as well. Unless you want to import.

I'd say go to your local towbar/bullbar shop and they'll be able to make you something up. Got quoted $760 for a front bullbar with winch mount for a mu when i was looking at buying one and said they could make one for airbags too because i wasn't sure if it had them.
Good luck

would a custom bar be a better choice?

IMO it would be, cause you get exactly what you want.
