New cars will not need a warrant of fitness for three years, after an initial inspection, and cars registered after January 1, 2000 will have annual inspections instead of six-monthly ones under new rules covering WOFs announced today.

Associate Transport Minister Simon Bridges said the new system would save motorists time and money and would also focus on road safety.

The key changes are:

- An initial inspection for new cars, followed by annual inspections once vehicles are three years old

- Annual inspections for vehicles three years and older and first registered on or after 1 January 2000

- Six-monthly inspections for vehicles first registered before 1 January 2000

- Information and education to increase people's awareness of regular vehicle maintenance

- Extra Police enforcement activities.

"The new inspection frequency regime recognises concerns about older vehicles by making sure vehicles registered before 1 January 2000 remain on six-monthly inspections.

"The new regime also recognises that the quality of vehicles and their safety features and performance are improving over time," Bridges said.

He said Transport Ministry research showed the package of changes would benefit motorists and businesses by $159 million a year, and by at least $1.8 billion over 30 years.

This includes savings in inspection and compliance costs, justice and enforcement costs, and time spent by motorists getting their WOF.

Changes to the WOF system will be made through the Land Transport Rule: Vehicle Standards Compliance 2002 and are expected to be in place by July 2014 or earlier.

"Decisions have come after a great deal of work, including public consultation that canvassed a range of possible options. While many submitters wanted reform, others expressed concern about change," he said.

"We took these concerns into account in designing a WOF package that backs up the changed inspection frequency over time with other measures, such as information and education campaigns and more funding for police enforcement."

Work on the information and education campaigns and police enforcement activities, including funding details, would be undetaken in the coming months.

"These changes bring us more into line with other countries. New Zealand currently has one of the highest inspection frequencies in the world."

A WOF inspection, for a lot of people, is the only time tyres etc get checked. Allowing annual inspections in 6 more months on balding tyres. How can that be good?

A vehicle in good condition, in my experience, takes less than 30 minutes to get a WOF and only the inspection fee. Where's the problem with 6 month inspection intervals?

To me this seems to increase risk to save a paltry amount/motorist.

This is just fucked , i own my own workshop and do wof's etc and the first i hear of it is on tv , the ammount of young guys with r34 sylines ,s15 etc and they get a full page every 6 months at wof time ,
Luckily i dont rely on the wof work i would say some workshops would get harmed from this ,

These arguments were tabled to the government in many submissions, but one got the impression that the decision had already been made. The police that I have spoken to dont want any part of this. As they say they are law enforcemenet officers not mechanics

and thats absolutely right.
police do not get any money from fines. they have a fixed budget and giving them more work means the budget gets stretched thinner.
its hard enough trying to get police to actually police the road in the first place.

in the long run this change may change peoples car maintenance habits. but in the short term its going to cost a lot of $$$ to change the culture.

Friend took a car for a warrant, FAILED because the window washer didn't work.
Why?
Testing agent: If it's fitted to the vehicle, it must work.

WHAT???

I must fix the radios, neither are working at the mo, and warrant is coming due again.

i failed a wof the last time due to no water in the washer reservoir...

girlfriend put it in, and instead of just putting water in it there she drives home and tells me, needless to say i then had to drive back to gore, after puting water in there just for them to say cool, heres your warrent sticker. fark sakes lol.

These changes arnt so bad? Come here to QLD in Aussie and you get get one road worthy when you buy the car and it never gets checked again till you sell it, of course you have to keep it up to standard or a cop can defect you.
Honestly a NZ WOF is only good untill it leaves the shop, how many of you guys change your big mud tires to road tyres at WOF time, or do your mods that require cert then drive it for 6 months till next WOF, trust me I know heaps of these guys.

Most of this hype was whipped up by MTA using flawed logic so they could maintain there income $80M last yr from testing.NZ is now where other countries have been for yrs ...the sky isnt falling in, we will be just fine.

Tell me if i'm being blonde here but 2000 and newer vehicles only need annual inspections where as 99 and older need 6mth inspections.. does this mean as soon as a vehicle reaches 13-14 years old it then becomes a requirement to get a 6mth inspection or is it just us poor buggers that happen to own vehicles older then 2000 models now that will just get penalised with the 6mth inspections from now on ???

The 2000 date is the example for this year, its the 13 years of age that is the cut off.

As far as safety goes MVC's that I attend are caused by either speed, driver error or booze/drugs.

My personal thought is that if you cant look at your tyres ect you properly shouldn't be driving in the first place, it wont hurt people to have to take a bit of responsibility for their and others safety.

Just my 2 cents

But thats the problem people just wont do that unless they constanatly have someone standing next to them yelling at them to do it and alot of them have no clue whats safe and not and are not interested to learn. There is no solution to the problem thatl keep everybody happy

Vehicles up to 3 yrs old only need to have an initial inspection , then after that wof every year.
Any vehicle produced & first registered after Jan 1 2000 only needs WOF every year.

stop bagging the ####### police. They have top do what they are told to do. They are already stretched and they have had quite a few budget cuts already. It is not the people on the front line or even some of the ones behind the desk, its the muppets in parliament and in the top offices that set the rules for the police.

Otherwise I don't care, all my cars are older than 2000 and most of the newer cars all have so many warnings etc when something isn't right that its not really going to change much at all.

Very good to ask. Any vehicle 1992 onwards must have washers. Pre 1992, nope. Not required. Even if fitted. Go argue it with your wof inspector. My bet he won't even know that regulation. But its in there. Lots of things can not operate if fitted, its whats called permitted equipment. Mandatory stuff must operate. EG a high stop on a 1990 hilux. If it don't work = no problem for wof as is not required. Again, look at regulations. I'm not saying this is good (as I don't agree with many wof rules), but its whats there...
Bonus is now wof VIRM is online, so anyone can read it up. Takes a bit of comprehension in some areas tho...
