One Bright Rear Tail light? Easy Fix?

Hi All

I imagine a fairly easy question for your experienced boffons to answer.
When I turn my lights on at night, my left rear brake light stays lit up as if I am braking regardless of whether I am or not.
Its only the top part of the light that does this, as it is the separate two part Pajero tail light.

its for a 1994 2.8 SWB Paj...

I don't imagine a change of bulb will remedy whats happening there.... or maybe it will.
is there something I can do about this?

start simple, lots of bulbs have two sides one for low beam one for high (or brake lights) don't no about your ones but some can be put in backwards try pulling out the bulb and swapping it over,
other things i would look at would be making sure they are both the correct bulbs eg not having one 12v and one 24v
and if you get stuck try the cheap method of swapping the bulbs with the other one eg. drives side into passengers and passengers into drivers, this should tell you if you have wiring/ socket issues or if its the bulb obviously its the bulb if the fault follows the bulb but its not if it stays with the location.
did that make any sense, no easy answers just common sense info someone else may be able to help more but that would be my method of problem identifying,

other question is how long has it been like this? have you been in deep water or replaced a light or bulb anywhere recently?
