Why do you want to widen them, the wider they are the less the beads seal and the easier it is to pop the beads on the tyres as in the sample photo below

If you want to get the rims sticking out further to increase the track you can have the centres cut out of the rims and shifted

sometimes they cut the rim and insert a steel band into it. i had some sigma steelies that were widened this way.

legally you are allowed to move the center even add expansion strips
The requirement for cert is that they are done by a professional welder in a place of buisiness that speciallises in this sort of thing & it is a visual inspection of the welds
In reality unless the welder is known by the certifier, more often than not they will specifiy a welding ticket, the one commonly asked for is 4711 for some strange reason
A common one I get asked for if your changing the offset is to flip the rim so the flat side with the nasty beadlock is on the outside.... this is a good way of stopping them getting pushed off, but if you do this make certain that there is going to be enough room to clear the callipers  :?
Another issue is the more offset you put in the greater the scrub radius on the front steering (how much the tire swings forward and back) this can effect manual steering  and can also hit gards

makes it easier to fit 33"s on a rim wider than 5.5"s
