rear bar specs/ dos and donts

im making rear bar for my 60 surf. Old mans a fitter/welder, so we got all the gear. Its purpose is to replace rear bumper and to accomodate two recovery hooks. Any thing i should be looking out for? dos and donts, will i need a cert? will it get a wof? Its gona be just a 1 piece bar, turning in2 the sides finishing at base of rear gaurds, just usual setup, will be mounting to old towbar mounts which is 8-10mm plate, and i want to fit two upright bars on each corner. Anything we need to know, or dos and donts. Be good if you could chuck up a few photos two, soory ive got no progress photos, have worked out how to upload yet.
