I'd say you'd be fine. They'd probably be worried if it was close to the hinges or doorlock, but down there should be sweet.

Also being a full chassis, the sills do not carry the same structual strength as a monocok body

i chopped my old terrano in the same areas to get my 33' on. when it was certed they never mentioned it. however certifiers are MOSTLY awkward t%$$*r$ most who are around 50+ and have no interest in cars anymore so if you catch them on a bad day you will be the object of there little game which is I AM THE HIGH AND MIGHTY CERTIFIER YOU WILL OBEY ME AND WHATS PERFECT TODAY WILL NOT BE GOOD ENOUGH TOMORROW............

just remember this and you should be ok, personally i would ask first, try to find a certifier in his 30's/40s' they still have an interest in what they do.

the last certifier i used messed about and it took 5 weeks to get the CORRECT plate, not becouse of problems with the truck it passed fine, HE BLAMED IT ON BACK LOG FOR A START, then i found out he had lost the paper work then when the plate came through it had 5 speed manual on it but it was auto.........

Ive cut my Zuk sort of like that.

If i get asked it was due to rust removal. 8)
Cut it ,weld it , paint it , under body deaden it , put some mud on it and you will never know
