Removing gutter rust?

Whats the best ways and means of stripping, repairing and retouching rust that forms in vehicle roof gutters?

It starting to show in my 70 series and it is something I would like to address properly. There is a rubberised coating in parts of the gutter that I need to figure out how to remove aswell.

is it pitted/flakey rust or just surface rust? grind it back,grind/scrape out the sealer.brush rust converter on whats left,prime,re-seal and paint.POR15 is the best rust converter/paint on the market but at $80L bit dear.May be cheaper to get a panelbeater/painter to do it.

There are various bits of rust that have formed. Most of it is just surface though. Ill give it a go with the stuff Ive got and see how it pans out.
