EDIT, so it make more sense.
In my opinion, i would put them in, that way you decrease the possibility of the bolts coming loose.

If you use UHMWPE plastic blocks you wont need any crush tubes...that stuff is incredibly strong & will never crush.
There is also no legal requirement with regard to materials for any bodylifting in any doc, neither for getting a warrant or a cert.Only thing close to a mention is very general in that material for anything must be suitable for the purpose.

Ive got 2 inch body lift in a gq wagon, no crush tubes, blocks made from polyurethane "im pritty sure" my blocks arnt made to have crush tube, and i got it certed fine.
Prior Preperation Prevents Piss Poor Performance. My Solution: Build a Tougher Truck

you dont need crush tube lift blocks,just need high tensile bolts and you'll be fine.
