Brake help,gq diff

After abit of help/info.have a gq diff under the front my zuk and just pulled the rim off to give it a paint and noticed that the hub is hard to turn... Is a vented rotor and it seems to have a nasty wee edge all the way round it,pads look to be touching the rotor when brakes arnt applied,what sort of clearance should be between them?are there ajustments or could pads be to thick?

The pads are supposed to be in slight contact with the disc....
They don't open out and leave a gap....

You could have a piston which is stuck or wont fully relax.
Sometimes they corroded on the piston and typically jam when you put in new pads and push it all the way back in...

Photo of the setup and damage will help....
