Surf Ball Joint Spacers

Hi there am looking at getting some balljoint spacers for my surf and have found some from a US site at us$100. Was wondering if anyone locally have got a set of these to sell or can point me in the right direction for finding some. They seem like an easy enough part to make if you have a know how. Also how legal are they, do they need cert or should be ok to sneak through a wof?????
