spluttering engine

OK folks,
I replaced my engine successfully!!
my new engine splutters/cuts out under weight at about 4.5 - 5000rpm.
When I remove the air intake off the carb it runs perfectly.
I have cleaned all air intake and replaced filter but still no change.
I have also put new fuel lines on to Carb.

has anyone else experienced this??
